Planning for the future

Introduction

On 19 December The National Planning Policy Framework (NPPF) revisions were published in response to the Levelling-up and Regeneration Bill. Our Strategic Land specialist, Lucy Brown, attended the RTPI South East Housing conference prior to this to digest the proposed revisions, understand the key challenges and consult with fellow planners on possible working solutions for planning in infrastructure and housing.

The update to the NPPF was announced during the Secretary of State’s speech about the government’s ambitions for housing and infrastructure, and the role of planning in helping achieve them. Horsham District Council hosted the RTPI South East Housing conference in November 2023. Guest speakers from the private and public sector gave their views on key challenges and potential solutions. They reflected on changes in the planning system and the effect this may have. Our head of Strategic Land, Lucy Brown and planning colleague Maria Tomlinson went along and gave us their takeaway points from the conference:

"It was a really informative forum setting out perspectives from local authorities, registered providers, the private sector and legal experts. Soon we will be facing a number of new challenges with the introduction of LURA 2023, but what is it we need, to speed up housing delivery? Housing delivery has slowed significantly, but the need for new homes and infrastructure is really high. Local authorities are serious contenders for delivering their own homes now to try and bridge the affordable housing gap. The Levelling Up and Regeneration Act 2023 will introduce a more streamlined approach to the planning system. Local Plans will have mandatory timescales, National Development Management policies will override Local plan policies (where deemed necessary) and planning applications will become even more digitised".
